CMS delays ICD-10 compliance date by one year to October 1, 2014.
Official Ruling. — (8/2012)
Based on findings from a member survey on ICD-10 readiness, the AHA supports the one-year delay for both coding systems. The October 1, 2014 deadline will allow small through large organizations the time to modify information systems and conduct additional testing with health plans. -

- 2012 ICD-10-CM Code Updates Now Available from CMS — (12/2011)
CMS has posted the 2012 ICD-10-CM code updates to the CMS website, including the 2012 ICD-10-CM index and tabular, code titles, addendum, General Equivalence Mappings (GEMs), and reimbursement mappings files. The 2012 ICD-10-CM files contain information on the new diagnosis coding system, ICD-10-CM, that is being developed as a replacement for ICD-9-CM, Volumes 1 and 2. These files are available on the 2012 ICD-10-CM and GEMs webpage. To access the files, scroll to the bottom of the page to the "Downloads" section.
The 2012 ICD-10-PCS (procedure) files were posted in June on the 2012 ICD-10-PCS and GEMs webpage.

The Centers for Medicare & Medicaid Services (CMS) has posted the 2012 ICD-10 Procedure Coding System (PCS) General Equivalence Mappings (GEMs) files to the CMS website. These files are available on the 2012 ICD-10-PCS and GEMs webpage. To access the files, scroll to the bottom of the page to the "Downloads" section.

- The ICD-10 MS-DRGs v28 Definitions Manual is now available from CMS
The ICD-10 MS-DRGs v28 Definitions Manual (based on FY2011 MS-DRGs) is now posted on the Centers for Medicare & Medicaid Services (CMS) website in the "Related Links Inside CMS" section. This update is part of the ICD-10 MS-DRG Conversion Project. In the Conversion Project, CMS is using the General Equivalence Mappings (GEMs) to convert CMS payment systems. CMS is sharing information learned from this project with other organizations facing similar conversion projects. Please note that the ICD-10 MS-DRGs will be subject to formal rulemaking. CMS also plans to post the ICD-10 FY 2011 Medicare Code Editor when it is completed in March, 2011. The ICD-10 abbreviated titles for both ICD-10-CM and ICD-10-PCS have been posted on the CMS website at http://www.cms.gov/ICD10/11b1_2011_ICD10CM_and_GEMs.asp and http://www.cms.gov/ICD10/11b_2011_ICD10PCS.asp.
- CMS announces partial code set freeze for ICD-9-CM and ICD-10
The Centers for Medicare & Medicaid Services has announced that, because of the magnitude and complexity of the transition to ICD-10 coding system, the agency will implement a partial code set freeze, beginning in October. The ICD-10 coding system is scheduled to replace the ICD-9 coding system for medical diagnosis and inpatient hospital procedures on Oct. 1, 2013. The partial code set freeze will be implemented as follows: CMS will suspend issuance of regular annual updates to both ICD-9-CM and ICD-10 code sets starting on Oct. 1, 2011; on Oct. 1, 2012, only a limited number of new technologies and disease codes as required by section 503(a) of Pub. L. 108- 173 will be allowed; on Oct. 1, 2013 only a limited number of code updates to ICD-10 code sets will be permitted to capture new technologies and diagnoses as required by section 503(a) of Pub. L. 108-173. There will be no further updates to ICD-9-CM after Oct. 1 2013 since it will no longer be used for reporting purposes. On Oct. 1, 2014, regular updates will resume to ICD-10 coding. The AHA and others advocated for the partial freeze.
